Full Stack Java Development Lead

PURPOSE: Mustimuhw Information Solutions Inc. (MIS) invites resume applications for a Full Stack Java Development Lead. Reporting to the Program Director this is a unique and exciting opportunity to lead the development team in a multi-year program to create the Indigenous Digital Health Ecosystem (IDHE): (https://www.digitalsupercluster.ca/projects/indigenous-digital-health-ecosystem).

As Development Lead you will work closely with key business and technical stakeholders from MIS and Consortium members. You will play a central role in delivering a “born in the cloud”, culturally aligned digital platform and suite of integrated applications, to create highly differentiated software solutions that better meet the unique needs of First Nation communities. You will also be central to refining the Agile and DevOps processes once the IDHE is in production and will lead the development team to deliver refinements and future releases of the platform.

RESPONSIBILITIES:

Develop enterprise scale web applications using Java and React frameworks.
Develop front end web User Interfaces as outlined in the User Experience design standards and related mock-ups.
Perform impact analysis, design and develop enhancements, bug fixes and other software releases.
Work closely with business, partner, and technical representatives to ensure technical designs and software satisfy customer and non-functional requirements, incl integrations with other systems.
Work closely with the Product Owner and Solution Architect to understand and correctly interpret user stories and requirements.
Work with the Solution Architect to complete analysis and design of enterprise scale web application/s. Contribute to identification of solution options to meet requirements and when required research and evaluate alternative approaches / solutions and make recommendations.
Contribute to project, test, and deployment planning.
Write robust, well-structured, well commented, maintainable, efficient, unit tested code.
Review application code and provide feedback as necessary to the development team.
Raise relevant technical risks and issues.
Assist the Solution Architect to manage tasks for the development team.
Follow and reinforce MIS’ Agile development methodology
Apply MIS’ Agile development methodology.
Participate in daily scrums and peer code reviews.
Actively contribute to Sprint Planning and Reviews.
Help groom user stories.
Bring agile software development best practices to the team and coach peer developers on their application. o Support and help MIS mature its Agile and DevOps processes by contributing to and implementing best practice development processes such as CI / CD.

PREREQUISITES:

Have a sense of urgency to deliver outcomes and meet deadlines
Clear English communication skills
BSc Computer Science or equivalent
A current Criminal Record Check (CRC) may be required

QUALIFICATIONS AND EXPERIENCE:

8+ years of experience:
in full-stack, enterprise level Java application development, including Front End and Back End design, development, testing and implementation;
in Single Page Application (SPA) development using React libraries and concepts;
developing concurrent, parallel, and distributed cloud-based software solutions;
in responsive Front End UI frameworks and libraries such as ReactJS;
in HTML5 (and latest evolution of CSS/SASS);
in REST service-oriented architectures;
in UI libraries such as Material UI and Bootstrap; and
with relational databases such as MySQL, PostgreSQL or Oracle.
Highly proficient in normalized relational database design.
Demonstrated experience:
with Agile Scrum methodology, story point estimation and Agile task management tools such as Jira;
with test driven development methods;
with software testing frameworks (unit, on-regression, user acceptance);
meeting quoted time estimates to develop, test and implement software;
with build automation tools such as Gradle or Maven;
Git Source Version Control;
developing secure code following OWASP best practices;
developing and/or consuming REST API / services; and
with Java performance analysis and tuning.

VALUE-ADDED QUALIFICATIONS AND EXPERIENCE:

Hands on experience with Linux or Unix environments, and Shell scripting.
Amazon Web Services (AWS) cloud hosting and knowledge of AWS development, testing and automation processes and tools.
Health Care industry experience, in particular Electronic Medical Records systems.
Experience developing systems or providing services to First Nations or Indigenous communities.
