Justice Program Manager

Manitoba Keewatinowi Okimakanak Inc. (MKO) is seeking a highly motivated and qualified individual for the position of Justice Programs Manager. Under the direction of the Executive Director, the Justice Program Manager will engage with stakeholders, develop solutions to improve the delivery of justice to the First Nation communities within the MKO territory.

In this role, the incumbent assumes responsibility for researching, analyzing, evaluating, coordinating, designing, implementing and managing the MKO Justice Programs. Provide advisory support services to MKO on a broad range of complex policy issues pertaining to justice. Maintain a network of community-based organizations, potential partners, department staff and government departments, aboriginal organizations and governments. Liaise with internal/external stakeholders; develop strong interactive links with the justice system (including crown, police, judges and government staff). Work with MKO First Nation Justice Strategy (FNJS) team to educate the community at large about community justice committees, community-based justice programs, extrajudicial sanctions, alternative measures and other MKO Justice Program initiatives.

Role and Responsibilities

  • Oversee and supervise the MKO Justice Program and staff and any/all community justice initiatives;
  • Manages departmental budget;
  • Research, analyze and review current and historical information from other Provincial, National and International jurisdictions on existing Indigenous and restorative justice programs, specifically strategies and procedures relating to extrajudicial sanctions, alternative measures, community justice committees and community-based programs;
  • Must possess a strong knowledge of First nations/Indigenous cultures, beliefs, values, traditions and practices;
  • Maintain the supervision and tracking of all restorative justice diversions, alternative measures, and police diversions for the MKO Justice Program for reporting purposes;
  • Ability to research, develop and lead initiatives, including research, analysis, conceptualization and preparation of draft policies, recommendations and strategies in the area of Justice, community justice committees, forums and community-based programs and provide support and direction on all such matters;
  • Maintain an on-going review of the MKO Justice program, Community Justice Worker position roles, responsibilities, and providing staff with support and direction on restorative justice diversions, processes and criteria;
  • Manage the implementation, coordination and management of the MKO Justice Program processes and procedures throughout the MKO region in collaboration with MKO First Nations Leadership;
  • Manage and supervise the collection and analysis of statistics for reporting purposes and evaluative research of the MKO Justice programs including statistical documentation of restorative justice programs, participation rates, and outcomes;
  • Network and liaises with Provincial, federal and Municipal Police services and judicial representatives;
  • Provides mentoring and support in the coordination, facilitation and completion of MKO Justice Programs;
  • Participates in Provincial and National Conferences involving Indigenous and Restorative justice initiatives as directed and authorized by the Executive Director;
  • Conducts presentations on the MKO Justice Program and initiatives to all major stakeholders, such as crown attorneys, defense counsel, judiciary, correctional staff/managers and interested community members as directed;
  • Promotes the use of Indigenous and Restorative justice practices and case conferencing models in MKO communities and with MKO membership;
  • Will work with the Justice Staff, committees and MKO communities towards reducing the number of MKO citizens involved in the justice system by community planning, delivery and evaluation of services.

Education and Experience

  • Post-secondary Degree in Criminal Justice or a related field;
  • 5 years of work experience in Criminal Justice field;
  • A combination of education and experience may be considered;
  • Strong written, verbal communication skills and negotiation and project management skills;
  • Extensive knowledge about the criminal justice system, restorative and Aboriginal justice and social factors contributing to the risk of criminal behaviour;
  • Extensive knowledge of the Youth Criminal Justice Act and section 717 Criminal Code and PHIA and FIPPA;
  • Knowledge of restorative principles and practices;
  • Knowledge, skills and experience in capacity building;
  • Experience in networking with First Nations and government representatives;
  • Understand issues and concerns of youth and adult offenders and victims of crime;
  • Keen awareness of issues facing diverse communities;
  • An understanding of First Nation language, Inherent and Aboriginal Rights and of the unique issues related to Northern First Nations;
  • Ability to work in partnership with stakeholder agencies and volunteers;
  • Ability to be flexible and travel extensively;
  • Strong computer literacy required; Microsoft Office 365, Word, Excel, Power Point and Outlook;
  • Be highly organized with an ability to manage multiple projects and priorities and meet strict deadlines;
  • Extensive knowledge of federal programs and departments, including Parliamentary procedures and committees;
  • Team player with a track record of achievement in developing and budget conscious environment;
  • Have proven record of working effectively with First Nations organizations;
  • Must be able to effectively manage the pressures associated with this position;
  • Have access to a reliable vehicle and a valid class 5F driver’s licence is essential;
  • Must be able to obtain a satisfactory Criminal Record Check (including Vulnerable Sector Search), a satisfactory Child Abuse Registry Check and a satisfactory Adult Abuse Registry Check upon hiring.

Salary is dependent upon qualifications and experience.
