KLEIN: Provinces shouldn’t foot the bill for federal Indigenous responsibilities – Winnipeg Sun

As a proud Manitoban and Canadian, I am committed to the prosperity of all our citizens, including our Indigenous communities. It’s essential to address a critical issue: the federal government’s responsibility toward Indigenous affairs and the undue burden placed on provincial governments, particularly here in Manitoba.

The Constitution Act of 1867 clearly assigns the federal government exclusive legislative authority over “Indians, and Lands reserved for the Indians” under section 91(24). This means that the federal government is primarily responsible for Indigenous affairs, including health, education, and infrastructure. Departments like Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) were established to fulfill these obligations.

Despite this clear mandate, provinces like Manitoba have increasingly taken on roles that should fall under federal jurisdiction. Initiatives such as the Indigenous and Northern Initiatives Fund challenge both Indigenous and non-Indigenous Manitobans to engage in reconciliation efforts. While well-intentioned, these programs often require provincial funding and resources.
