Pay Equity Analysis and Consulting Services

1. Introduction

Dilico Anishinabek Family Care (Dilico) is seeking proposals from qualified firms or consultants to conduct a comprehensive review and implementation of pay equity in compliance with Ontario’s Pay Equity Act. The successful proponent will provide expertise in evaluating compensation practices, identifying pay equity gaps, and supporting the development and execution of a Pay Equity Plan (PEP) that meets legal requirements.

2. Background

Dilico is a non-profit, Indiginous organization that promotes an integrated Model of Care brings together a wide range of services and programs to support children, youth and families to live their good life – physically, emotionally, mentally and spiritually. Dilco offers services, rooted in culture, that address diverse issues related to child welfare, mental health & addictions, and primary health.

Dilico requires a firm to analyze current compensation structures, identify discrepancies, and develop strategies for compliance with federal, provincial, and local pay equity laws.

3. Scope of Work

The selected vendor will be responsible for:

1. Pay Equity Analysis

    • Reviewing and analyzing employee compensation data by gender, race/ethnicity, job classification, and other relevant factors.
    • Identifying potential pay discrepancies.
    • Assessing compliance with applicable pay equity laws and regulations. Compensation Structure Evaluation
    • Reviewing salary bands, pay scales, and compensation policies.
    • Benchmarking against industry standards and best practices.

2. Reporting & Recommendations

    • Providing a detailed report on findings, including potential pay gaps and contributing factors.
    • Developing recommendations to address any disparities and prevent future inequities.

4. Proposal Submission Requirements

Interested firms must submit a proposal that includes:

1. Company Information

    • Name, address, and contact information
    • Description of the firm’s background and expertise in pay equity analysis

2. Project Timeline

    • Estimated timeline with key milestones

3. Team Qualifications

    • Resumes and relevant experience of key personnel

4. Past Experience & References

    • Case studies or examples of similar projects
    • At least three client references

5. Pricing & Fees

    • Detailed breakdown of costs, including any ongoing support fees

6. Legal & Compliance Considerations

    • Statement of compliance with applicable data privacy laws
    • Any relevant certifications or accreditations

5. Evaluation Criteria

Proposals will be evaluated based on:

  • Expertise and experience in pay equity analysis
  • Proposed approach and methodology
  • Cost-effectiveness and value
  • References and past performance
  • Timeline and ability to meet project deadlines

6. RFP Timeline

  • RFP Issued: June 17, 2025
  • Proposal Submission Deadline: July 17, 2025
  • Evaluation Period: July 18-21, 2025
  • Notification of Award: August 1, 2025
