LONGUEUIL, Quebec, March 19, 2025 – The Conseil des Innus de Pessamit, Innergex Renewable Energy Inc. and the Regional County Municipality of Manicouagan (“Manicouagan RCM”) wish to inform the public of the start of the environmental assessment of the Peshu Napeu wind farm
Peshu Napeu is a 300 MW community wind power project to be located in the Manicouagan RCM on the Nitassinan of Pessamit. The project is the result of an Indigenous and community partnership formed by the Conseil des Innus de Pessamit (39%), Innergex (38%) and the Manicouagan RCM (23%). A power purchase agreement with Hydro-Québec was signed on May 17th this year, and construction of the wind farm, scheduled for 2027, will require the creation of a large number of jobs and the involvement of local and regional businesses. Upon its commissioning in 2029, the project will generate enough electricity to power the equivalent of 60,000 homes and will bring tangible economic and social benefits to the community.
Public consultation
The project notice and the Minister’s directive on conducting the project impact assessment are available for consultation in the public register of projects (in French) subject to the environmental impact assessment and review procedure.
Comments from the public
Any person, group or municipality may submit to the Minister, in writing and no later than April 18, their comments and observations on the issues that the project’s impact study should address. The Conseil des Innus de Pessamit acts for and on behalf of the Innu First Nation of Pessamit. This First Nation is made up of more than 4,000 Innu from Pessamit. About the Manicouagan RCM
The Manicouagan RCM is located in the Côte-Nord region, nearly 400 km east of Quebec City, and comprises eight communities, including the town of Baie-Comeau, all of which border the St. Lawrence River and Route 138. This immense territory of 39,741.49 km2 – one of the largest for an RCM in Quebec – is occupied almost entirely by the unorganised territory of Rivière-aux-Outardes, characterised by its boreal forest and the presence of several hydroelectric power stations, including the renowned Manic-5. The Manicouagan RCM is identified as a resource region, and the exploitation of its natural resources is at the root of its economic development.
