The Senior Data Strategist, Research and Data Management will work with the Director of Research and Data Management to implement the Research and Data Management Department Strategic Plan. The Senior Data Strategist will build relationships and provide guidance on data analytics and information management with various provincial government, Ministries and First Nations partners across Ontario.
Location: Hybrid – Remote and Chiefs of Ontario Secretariat Office, 468 Queen St East, Toronto Ontario
Duties and Responsibilities:
Develop a plan that will be presented to the Chiefs in Assembly on a First Nations Provincial Data Table, which will include the issues facing First Nations peoples and the need to have a coordinated approach with the provincial and federal governments on the collection of First Nations data.
Build an understanding with government officials on data sovereignty, OCAP® principles and the sovereignty of First Nations rights holders and data.
Relationship management that establishes and develops trusted partnerships and relationships with key First Nations organizations and the provincial and federal government.
Acts as the key contact with the provincial and federal governments on data analytics
Reaches out to First Nations organizations and communities in building the First Nations Provincial Data Table
Works with Research and Data Management staff to identify the key data sets that would be discussed at the First Nation Provincial Data Table.
Attend the People’s Conference in Fall 2023 and present on the work that is underway.
Communicates and advocates the data needs and priorities of the First Nations, the Chiefs of Ontario Sectors and First Nation Leadership.
Supports strategic and operational planning in data management practices, focusing on meeting the needs and requirements of the Research and Data Management Department.
Serves as a subject matter expert on data and data analytics to guide data analyses and help First Nations understand data literacy.
Able to apply First Nation knowledge and ensure moral and ethical First Nations data sovereignty and stewardship approaches are honoured.
Travel will be required.
Relevant Skills:
Master degree or PhD in data analytics, epidemiology or a relevant field, and 5 to 10 years’ experience.
Previous work in provincial and federal governments as it relates to policies regarding data and the relationship to planning.
Knowledge of the Personal Health Information Protection Act and the Freedom of Information and Protection of Privacy Actand how it relates to First Nations.
Knowledge of Machine Learning and Artificial Intelligence as it relates to gathering data and research.
Understanding of First Nations research and the principles that guide First Nations research.
Proven project management and organization skills.
Experience in research and data analysis.
Understanding or knowledge of First Nation traditions cultures and values; and understanding the history and relationship between First Nations and the Crown.
Excellent communication skills, including written and verbal.
Capacity to work effectively and independently.
Strong ability to analyze problems, recommend comprehensive solutions and mobilize resources for effective implementation.
Must be able to prioritize tasks and meet deadlines; familiar with critical path planning and logistical requirements.
First Nation language or French would be an asset, but not required.
Must be trustworthy, reliable and maintain confidentiality.
Successful candidate must be fully vaccinated against Covid-19.
