Associate Director – Research and Data Management

The Chiefs of Ontario is inviting applications for the position of Associate Director in the Research and Data Management department. The Associate Director is a visionary, strategic planner and helps lead the Chiefs of Ontario staff in the implementation and direction of the Research and Data Management Department. The Associate Director will have excellent management skills, human relations and epidemiological skills. The Associate Director will work as a team leader within the Research and Data Management department to provide: policy analysis, assist in negotiations in a number of priority areas, provide leadership and direction in planning, organization, implementation, and evaluation. As a Research and Data Management team member, you will work independently and collaboratively with the team under the supervision of the Director of Research and Data Management.

Location: Flexible. Work from Home or Hybrid options are available.

Duties and Responsibilities:

  • Supervise the team leads in the Survey Management and Research Navigation
  • Lead the Data Support and Surveillance sector
  • Analyze reports and data as required
  • Build and maintain partnerships with government ministries, First Nations leaders, communities and organizations
  • Understand federal and provincial laws and regulations that affect First Nations
  • Oversee the policy analysis of data legislation, standards and regulations that affect First Nations in Ontario.
  • Participate in the budget meetings and make sure financial reports are completed according to contribution agreements.
  • Provide leadership and coaching opportunities to the members of the Research and Data Management team.
  • Supervise staff to ensure adherence to all Chiefs of Ontario policies, and data and research goals.
  • Work with the Director and provide support to the First Nations Information Governance Centre to ensure strategic First Nation leadership is sought in critical matters that require political support.
  • Provide support to the Research Navigation sector with the First Nation Data Governance Committee
  • Prepare communiqués, memos, briefing notes, speaking notes and media releases.
  • Review reports produced by sector teams prior to presentation to leadership and the public at large.
  • Attend relevant meetings and gatherings
  • Other duties as assigned relevant to the position.

Relevant Skills and Qualifications:

  • PhD or master’s degree, science, epidemiology, or a relevant area. Experience in First Nations governance relations with 5 to 10 years’ experience in administration and supervision.
  • Previous work in First Nations research, history, social, planning, qualitative and quantitative research.
  • Expertise in data analysis (quantitative and qualitative expertise preferred) and knowledge translation.
  • Experience in proposal development and financial management.
  • Proven management and leadership experience.
  • Experience in; strategic planning, implementation, and research analysis.
  • Knowledge of First Nation traditions cultures and values; understanding the history and relationship between First Nations and the Crown.
  • Experience with Federal and Provincial governments.
  • Experience in negotiations and conflict resolution.
  • Excellent communication skills, including written and verbal.
  • Capacity to work effectively and independently.
  • Strong ability to analyze problems, recommend comprehensive solutions and mobilize resources for effective implementation.
  • Must be able to prioritize tasks and meet deadlines; familiar with critical path planning and logistical requirements.
  • First Nation language would be an asset, but not required.
  • Must be trustworthy, reliable and maintain confidentiality.

Duration: February 2023 to March 31, 2024 (renewable based on available funding)
