The Chief Executive Officer (CEO) plans, directs, develops, and coordinates the programs and activities of the corporation for the accomplishment of the objectives and policies established by the Board of Directors.
Within the limits of the Authorities Act, the by-laws, and the objectives and policies established by the Board of Directors, the CEO has responsibility for and has commensurate authority to accomplish the responsibilities and duties set out below in order to create and build an innovative dynamic organization.
To this end, the Board delegates to the CEO the responsibility and authority required, including the ability to commit company resources, to achieve the various objectives pursuant to relevant law, in particular the CFS Authorities Act, the explicit and implicit goals outlined in the bylaws, and the financial management policies approved by the Board.
Key Responsibilities:
Partners with the Board of Directors to fulfill its Governance Role
Supports the operations and administration of the Board of Directors by advising and informing Board members, interfacing between Board and staff, and coordinating board related activities.
Advises and assists the Board of Directors in consideration and determination of whatever objectives, policies, and other basic controls are required for the most effective management of the Authority.
Interprets and administers policies established by the Board.
Keeps the Board informed of the progress and results of the SFNNC operations, organizational plans, and performance.
Makes necessary regular reports to the Board on matters regarding finance, services, operations, public relations, and planning.
Assists in Board recruitment, exercises due diligence in qualifying potential Board members, provides orientation to new members, provides ongoing Board training and development.
Schedules regular meetings of the Board and is responsible for the safekeeping and upkeep of the SFNNC’s Minute Book and Corporate Seal.
Advises Board on SFNNC by-laws and other relevant legislation that it must maintain and/or adhere to.
Maintains a high quality of communications with Board members about Board activities.
Assists the Board in regular briefings to Indigenous government.
Serves as an ex-officio of the Board and as an ex-officio on all Board committees.
Manages Organizational Development & Service Delivery
Manages the organization in a creative and innovative way, reflective of Indigenous values and culture.
Promotes the use of Indigenous service and program models and provides for the development, and implementation of culturally appropriate program models that are relevant to the communities and CFS agencies.
Oversees the design, delivery, and quality of programs and services of the SFNNC.
Works in partnership with the communities and agencies to continue to build a dynamic, culturally appropriate, innovative and supportive response to child, family, and community needs.
Provides visionary leadership to the organization for the achievement of the organization’s philosophy, mission, strategy, and its annual goals and objectives.
Works with the relevant stakeholders to build a forward thinking organization.
Develops and implements the strategic goals and objectives of the organization.
Maintains a continuing study of trends and child and family services, and particularly, Indigenous child and family services.
Actively participates on various committees and working groups, advocating for Indigenous children and families and the CFS agencies that provide services to them.
Lobbies governments, at all levels, to push forward the FN CFS agenda and participates in meetings, committees, and other forums.
Monitors legislation affecting the agency and the people it serves and informs the relevant stakeholders on pending legislation and its potential impact.
Continuously assesses the needs of the children, families, and communities in order to work in partnership with the CFS agencies to develop, support, and /or maintain programs and services that are relevant to these needs.
Human Resource Management
Effectively manages the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations.
Develops and maintains a high quality human resource system dealing with compensation, benefits, employee well-being and support.
Hires, trains, supervises, evaluates, disciplines and terminates staff or delegates responsibilities for these functions to staff.
Plans, organizes, and directs the work of staff.
Knowledgeable of, and ensure compliance with, relevant labor legislation.
Establishes and maintains a performance review system.
Mentors and develops staff, and delegate’s authority and responsibility to staff as appropriate.
Provides guidance, counsel, support, and direction to staff in identifying and achieving stated objectives.
Maintains the professionalism, productivity and morale of the staff.
Financial Management of the Organization
Defines, recommends, and controls operating and financial objectives.
Develops short term and long term plans with supporting budget requirements and financial estimates and submits to Board for approval.
Develops an annual budget reflecting expected revenues and expenditures of the SFNNC, submits to the Board for approval, and monitors adherence to the budget by the SFNNC.
Recommends yearly budget for Board approval and prudently manages organization’s resources within those budget guidelines according to current laws and regulations.
Monitors objectives and prepares evaluation reports.
Directs operations to achieve budget goals to sustain SFNNC.
Maintains all necessary financial records as required by law and/or by funding bodies.
Ensures that all funds, physical assets, and other property are appropriately safeguarded and administered, including the facilities.
Establishes continuing strong working relationships with local government departments and funding institutions, to ensure appropriate funding and level of service.
Oversees fundraising planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funding bodies, submitting proposals and administrating fundraising records and documentation.
Promotes & Maintains Positive Community Relations
Maintains effective relationships with government, and other public and private agencies committed to improving the quality of life for Indigenous children and families.
Consistently presents the southern FN communities, the southern FN CFS agencies, and the SFNNC, in a strong, positive image to relevant stakeholders.
Keeps the southern FN communities, the CFS agencies, and the public informed of the affairs of the SFNNC, and encourages their participation.
Strives to maintain sound relationships between staff and communities.
Gives proper consideration to complaints and suggestions.
Acts as primary contact and liaison in all public communications and provides effective coordination with other organizations.
Approves information and public relations materials prior to release to media or the public.
Manages the day-to-day Operations
Adheres to applicable laws governing the organization.
Administrates all aspects of the daily operations of the SFNNC.
Develops and maintains a records management system.
Maintains an information management system.
Ensures prudent use of due diligence and due process in all endeavors.
Plans and directs the organization’s activities to achieve stated/agreed targets and standards for financial performance, quality, cultural appropriateness, and legislative adherence.
Ensures that the organizational structures at all levels are the most efficient and plans for changes in the organization structure as required to adjust for future development, secures Board approval when major restructuring is required.
Maintains appropriate contacts and develops necessary relations with government departments, FN and other organizations which have influence on the attainment of the SFNNC objectives.
Coordinates and oversees services provided by consultants hired.
Negotiates and signs leases.
Maintains Personal Professional Standards
Responsible for personal conduct in accordance with appropriate professional, ethical, legal and moral standards.
Maintains own professional development by keeping informed of current trends on professional development within the field of services of Indigenous child and family services.
Supervisory
Responsible for the overall direction, coordination and evaluation of all units.
Carries out supervisory responsibilities in accordance with the SFNNC’s policies and applicable laws.
Performs other duties as assigned.

Education & Experience:
MSW (A related post-secondary degree, with an equivalent combination of education and experience may be considered).
Extensive senior management experience in FN CFS, with demonstrated experience in policy and program development.
Experience in child welfare service delivery, front line and managerial.
Knowledge of, and ability to apply, Indigenous approaches to the development of policies, programs, and services for children, families, and communities.
Familiarity with Improvement Process Method and the application of basic statistical analysis tools.
Excellent written and oral communication skills.
Working knowledge of application and utilization of personal computers and graphing techniques.
Demonstrated interpersonal skills plus an ability to work well in team setting.
Training and experience in both team and facilitation skills preferred.
Demonstrated ability to use independent judgment and handle confidential matters discreetly.
Ability to work effectively in a culturally diverse work group.
Must have demonstrated understanding of Indigenous culture and traditions.
