Ottawa, ON – Fisheries and Oceans Canada (DFO) has shared its preliminary analysis and proposed course of action with FNC Quota Limited Partnership (FNC Quota)/Clearwater Seafoods Incorporated (Clearwater) and Qikiqtani Inuit Association (QIA)/Nunavut Tunngavik Inc. (NTI) on the court-ordered redetermination involving Greenland halibut and northern shrimp fishing licences re-issued from Clearwater to FNC Quota. These licences authorize FNC Quota/Clearwater to fish in a number of areas, including Canadian fishing areas in Davis Strait.
Based on the Department’s preliminary analysis, the proposed course of action is to reissue the licences and allocations to FNC Quota.
The parties have until January 9th to review DFO’s preliminary analysis and provide the Department with their responses. DFO will consider any issues raised by the parties in their submitted responses before making a final recommendation to the Minister.
DFO is implementing the Court ordered redetermination through a transparent and fair process that enables the parties to put forward all relevant information and views, so that the Minister’s final decision is fully informed, fair and reasonable, and takes into consideration the Nunavut Agreement.
While the redetermination process is ongoing, the three affected fishing licences remain valid under the name of FNC Quota. They can be fished in accordance with their terms, including their expiry dates, until the Minister makes her final decision on the redetermination process. This approach provides continued stability and certainty for industry and licence holders.
DFO will continue to keep all parties informed of further developments and anticipated timelines as we advance the redetermination process.
