Description
The Material and Assets Management Directorate (MAMD) is responsible for Procurement Services, Procurement Policy Management and Training, and Assets and Environmental Management. The Director, MAMD, who reports to the Director General, Corporate Accounting and Material Management, is responsible for directing the delivery of the contracting, material and assets management, real property, and procurement functions throughout the Department of Indian Affairs and Northern Development (DIAND). This includes providing Department-wide functional direction, expert advice and support related to these functions, and overseeing the integrity of the delegation of procurement and contracting authorities.
DIAND conducted two key audits in 2015, the Audit of Contracting (Excluding Exceptional Contracts) and the Audit of Exceptional Contracting Limits Authority, and made several recommendations in order to improve procurement functions and service to clients.
The purpose of this requirement is to implement the audits recommendations in view of improving service to clients while ensuring compliance with the contracting policy framework.
The Contractor will perform an analysis of the different components of the MAMD procurement functions and processes that impact client service, including the governance instruments, plans, dashboards, current roles and responsibilities, workload, management and core business processes and procedures, competencies of human resources, and IT systems and Tools.
