l. Background
Matawa First Nations Education
Matawa First Nations is a Tribal Council of nine Northern Ontario First Nations located in Nishnawbe Aski Nation (NAN). The Matawa First Nations Education Department provides quality, accessible, community based educational support services for eight Matawa First Nation schools. In addition, the Education Department provides post-secondary support services and operates the Matawa Learning Centre. Regional Education Strategic Plan 2015-2020
The Matawa Chiefs in Assembly approved by resolution the renewed Regional Education Strategic Plan. The new strategic plan includes ten strategic initiatives, each of which has associated short-, medium- and long-term goals. The ten strategic initiatives are:

ll. Scope of Work
Matawa Education Department Early Literacy Review
The Matawa Education Department is seeking to conduct a review of the early literacy programs currently in use in Matawa schools in order to identify priorities to support implementation of a Regional Early Learning Framework.
To this end, the Matawa First Nations Education Department is requesting proposals from qualified consultants, or firms with a demonstrated ability to provide professional services for the review of current early literacy programs to provide direction for the continued growth, sustainability and development of the Matawa First Nations schools and Matawa Education Department. Specifically, the qualified consultant or firm will be required to:
Review the Matawa First Nations Early Years Policy Framework and the Matawa Regional Education Strategic Plan and related documents;
Review applicable School Improvement Plans (SIPs), School Success Plans (SSPs), or similar documents;
Review the Matawa First Nations’ schools current early literacy programs through community and school visits and interviews with key groups; and
Prepare a report for the Matawa Education Department identifying early literacy goals, related activities and supports.
Deliverables for this contract will include:
A baseline report on the current state of current early literacy programs in Matawa First Nations schools which can be used to inform the development of long-range planning for improved programs, services and supports for the schools, as well as identifying any role Matawa Education might provide in moving this work forward; and
Recommendations for improving Matawa schools’ early literacy programs, services, and supports.
