The Canadian Nuclear Safety Commission (CNSC) has published REGDOC-3.5.1, Licensing Process for Class I Nuclear Facilities and Uranium Mines and Mills, version 2

REGDOC-3.5.1, version 2 provides an overview of the licensing process for Class I nuclear facilities and uranium mines and mills in Canada, taking into consideration the requirements of the Nuclear Safety and Control Act and associated regulations. This document provides information on the licensing process for all stages of licensing, from initial application to abandonment. New for version 2 is an appendix which provides information on the regulatory process for the transition of a reactor facility from operation to decommissioning end state. Given that this document does not impose any new requirements on licensees or applicants, it has been published without prior public consultation.

The CNSC regulates the use of nuclear energy and materials to protect the health, safety and security and the environment; to implement Canada’s international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.

• At each licensing stage, the CNSC determines whether the licence applicant is qualified and has made adequate provisions for the protection of health and safety of persons and environment.
• Applicants must also demonstrate the required measures to maintain national security and implement Canada’s international obligations for the peaceful use of nuclear energy.
