— State of emergency in Ottawa: Ottawa Mayor Jim Watson declared a state of emergency yesterday in response to the 10-day occupation of the capital by protesting truckers. He said the protesters outnumbered police and had taken control of the situation. It came as Public Safety Minister Marco Mendicino said the protesters were “not above the law.”
