A number of changes within the ranks of senior management in the provincial government were announced today by the Premier’s Office.
Michele Dorsey becomes Deputy Minister of Environment, Labour and Justice and Deputy Attorney General replacing Shauna Sullivan Curley, who retired from the public service in December.
Scott MacKenzie, Q.C. becomes Chair and Chief Executive Officer of the Island Regulatory and Appeals Commission effective April 21, 2014, replacing Maurice Rodgerson who has recently completed the full term of his appointment.
Doug Clow, who is currently Secretary to Treasury Board will become Vice-Chair of the Island Regulatory and Appeals Commission, effective April 14, 2014, filling a position left vacant after the retirement of Allan Rankin last June.
Dan Campbell will become Secretary to the Treasury Board, effective April 14, 2014, replacing outgoing Secretary Doug Clow.
Jamie Aiken becomes Chief Executive Officer of Finance PEI, replacing Neil Stewart who was appointed Deputy Minister of Innovation and Advanced Learning previously. Mr. Aiken had been acting in that capacity on an interim basis.
Guy Gallant becomes Press Secretary to the Premier after having been in a policy development role within the Executive Council Office.
Matt McGuire, currently Deputy Minister of Intergovernmental and Public Affairs, will be leaving the provincial public service to accept a position with the Mi’kmaq Confederacy of PEI in Summerside.
“Like any well-functioning organization, the provincial public service depends on having strength in leadership positions and these changes reflect that. Scott MacKenzie, Michelle Dorsey and Dan Campbell are proven leaders in their fields and we are extremely pleased to welcome them. Shauna Sullivan Curley, Maurice Rodgerson and Matt McGuire have been dedicated public servants who have made positive contributions in the province and I want to thank them for that and wish them well in their future endeavours,” said Premier Ghiz.
“I also want to extend my appreciation and thanks to Mr. Barrie Grandy and Mr. John Broderick in recognizing their valuable service while in acting roles.”
Michele Dorsey practised law in Charlottetown for a number of years with significant experience in the area of Administrative law. After spending her initial years of practice in family law, she moved to a full-time practice in labour and employment in 1992. Beginning as Chair of the Prince Edward Island Labour Relations Board (LRB), Michele developed a deep understanding of administrative tribunals and the associated rules of procedure.
In 1995 Michele stepped away from the LRB and became a full-time HR and Labour practitioner. She spent seventeen years negotiating collective agreements in health care and the broader public sector. As a seasoned leader in the HR field, Michele led numerous HR transition teams that dealt with the complex procedure of merger and amalgamation of large unionized organizations. Dealing with a large volume of labour management disputes during these times of change was a core part of her practice. Michele developed very strong relationships with her client representatives, as well as unions and other stakeholders.
During the early to mid 1990s, Michele worked to bring mediation processes to the traditional arbitration environment, incorporating the province’s first mediation procedure into a health care agreement. Mediation/arbitration became a signature of Michele’s practice.
As a member of the International Academy of Collaborative Professionals, Michele continues to evolve her practice to incorporate new and innovative methods.
Prior to her appointment, Michele was a counsel in the Charlottetown office of McInnis Cooper.
J. Scott MacKenzie, Q.C. has practised law in Charlottetown for more than thirty years. He is a graduate of the University of Prince Edward Island and Dalhousie University. Prior to his appointment, he was a Senior Partner at the law firm of Stewart McKelvey.
In his practice, Mr. MacKenzie represented large corporations, major financial institutions, banks, government financial and development agencies, administrative tribunals, municipalities, airport and harbour authorities, and family-owned businesses. He has acted as counsel providing advice on the set up and financing of new and existing businesses, commercial property development and financing, corporate reorganization, and providing advice to developers and municipalities on real estate and condominium developments. He has substantial experience in providing advice on regulatory and other matters dealing with federal and provincial governments.
Scott has been recognized as a leading lawyer by Lexpert and Best Lawyers in Canada in the areas of Corporate/Commercial Law, Banking and Finance, Real Estate Development and Land Use Planning, and Infrastructure Project Law.
Scott has always taken a keen interest in community service. He was President of both the Greater Charlottetown Area Chamber of Commerce and Downtown Charlottetown Inc., and he is Secretary to the Charlottetown Airport Authority Inc. He has lectured at the Schools of Business of both UPEI and Holland College. Mr. MacKenzie chaired a number of committees of the Law Society of PEI, served as a member the local and national executives of the Canadian Bar Association, was a Director and Member of management board of the Canadian Bar Insurance Association, and he was, not that many years ago, National President of the Canadian Bar Young Lawyers.
Doug Clow is appointed Vice-Chair of the Island Regulatory and Appeals Commission, effective April 14, 2014.
Prior to his appointment, he was Secretary to the Treasury Board and Comptroller. He has also served as Deputy Minister of Finance, Energy and Municipal Affairs, Deputy Provincial Treasurer and as Assistant Deputy Provincial Treasurer. Doug joined the civil service of the Province of Prince Edward Island in 1990, when he accepted a position within the Office of the Auditor General. Since that time, he has assumed roles as Budget Manager for the Province, Budget Director and Director of Fiscal Management. He held these roles until his promotion to Assistant Deputy Provincial Treasurer.
A 1987 graduate of the University of Prince Edward Island’s Business Program, Doug received his Chartered Accountant designation in 1991.
Doug lives in Stratford with his wife, Diane, and sons.
Dan is joining the Province from the Atlantic Canada Opportunity Agency (ACOA) where he currently works within the Enterprise Development group focused on the delivery of the Agency’s various funding programs including the Atlantic Innovation Fund and the Business Development Program.
Dan previously worked with the Province as a senior policy analyst on fiscal and economic relations within Executive Council Office before assuming the role of Director, Strategic Initiatives within the Department of Innovation and Advanced Learning. Prior to joining ACOA, Dan worked with Export Development Canada in Ottawa in a variety of roles over an eleven-year period, most recently specializing in aerospace financing. Dan obtained his CFA designation in 2001 and also holds an MBA from Dalhousie University and a BBA from the University of Prince Edward Island.
Jamie Aiken is a graduate of the University of Prince Edward Island with a Bachelor of Business Administration. Jamie began his career with Beaton Fitzpatrick Murray Chartered Accountants in 2001 where he articled to obtain his Chartered Accountant designation in 2004.
Jamie joined Innovation PEI in 2007, serving as a Financial Analyst, and then Director of Strategic Initiatives and Immigration Services.
Prior to his appointment, he was acting as Chief Executive Officer of Finance PEI. Jamie had been acting in that capacity on an interim basis.
