The Alberta Energy Regulator (AER) has received Oil Sands Conservation Act (OSCA) Application No. 1784285 and Environmental Protection and Enhancement Act (EPEA) Application No. 008-1581 and Water Act File No. 00346828 from Pengrowth Energy Corporation (Pengrowth) for approval of its proposed Lindbergh SAGD Expansion Project. The AER is reviewing the applications and the associated environmental impact assessment (EIA).
This notice also sets out the deadline for filing statements of concern on all three of the applications. This deadline supersedes the deadline set in a public notice of application the AER issued on January 6, 2014, for filing statements of concern on OSCA Application No. 1784285.
Description of the Project
Pengrowth has applied to construct, operate, and reclaim the Lindbergh SAGD Expansion Project. The project would increase the bitumen production capacity of an existing central processing facility from 1987 cubic metres per day (12 500 barrels per day) to 4770 cubic metres per day (30 000 barrels per day) at peak production. The project would recover bitumen from the Lloydminster Formation and Rex Formation using steam-assisted gravity drainage recovery.
The project would include the construction of associated facilities, thermal injection wells, production wells, utilities, and associated infrastructure. Including the existing well pads, about 55 well pads would be required over the life of the project. The existing central processing facility would be further developed to meet requirements for the project’s expected 25-year operation. Construction would commence in 2016, with first production by 2017.
The project would be about 24 kilometres southeast of Bonnyville, Alberta, within Townships 58 and 59, Ranges 4 and 5, West of the 4th Meridian.

For your submission to be considered a valid statement of concern, it must include

Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information with the AER be placed on the public record. If you file a submission, you must not include any personal information that you do not want to appear on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential. Any request made under section 49 must be copied to the other parties to the proceeding. Section 49 of the Rules of Practice is available on the AER website at www.aer.ca.
Questions of Constitutional Law
In addition to giving notice according to section 12 of the Administrative Procedures and Jurisdiction Act and schedule 2 of the Designation of Constitutional Decision Makers Regulation, you must include the following information in your submission if you intend to raise a question of constitutional law:
