Budget 2022: Getting more Albertans working | Budget 2022 : Permettre à un plus grand nombre d’Albertains et d’Albertaines de travailler

When people have access to an abundance of well-paying job opportunities and are equipped with the skills to work, they are generally healthier and happier, more secure and more able to give back to their communities.

To achieve that goal, the government is investing more than $600 million over the next three years into Alberta at Work – an initiative that brings together new and existing programs to build Albertans’ skills to meet current and future labour market demands and, where necessary, attract more skilled workers to the province.

Alberta at Work brings the government’s resources together and makes groundbreaking investments that aim to make Alberta’s workforce among the most skilled and highly trained in Canada.”

Aligning with Alberta’s Recovery Plan, Alberta at Work will also promote economic growth and investment attraction by helping Albertans get in-demand skills and training.

This initiative features programs that support Albertans from the time they are in primary school receiving world-class education, to accessing more spaces for post-secondary skills training, to retraining for changing career paths, and finally, to ensure they can find well-paying jobs to further cement the path to prosperity.

Alberta at Work funding includes $30 million over three years, mostly for commercial driver grants to address a severe shortage of skilled drivers in Alberta.

“The biggest concern I hear about the commercial trucking industry is a severe lack of qualified drivers. In Budget 2022, Alberta’s government is moving forward with a $10-million investment that will provide affordable, hands-on and virtual training while supporting women and underemployed Albertans who are returning to the workforce. We will help build a pipeline of talent the industry is desperately seeking.”

Budget 2022 also provides $390 million over four years in capital funding for Alberta’s Broadband Strategy, to give all Albertans access to reliable internet service and support skills, jobs and economic growth.

“From education to health care and from agriculture to small business, connectivity will help Albertans interact with the global marketplace, innovate for local solutions and help diversify our economy. Investments in Alberta’s Broadband Strategy will close the digital divide between urban and rural Alberta, boosting the reach of the funding and programming offered through Alberta at Work so any Albertan, no matter where they live, can take part in Alberta’s Recovery Plan.”

Alberta at Work highlights

  • Alberta 2030: Building Skills for Jobs established a 10-year vision for post-secondary education. Alberta at Work will support this vision with $171 million over the next three years to expand enrolment in areas with skills shortages.
    • Approximately 7,000 additional seats will be created in areas such as:
      • high technology (computer science, information technology and data modelling)
      • finance and financial technology
      • energy (engineering, etc.)
      • health care
      • aviation
  • Investing $59 million over the next three years in infrastructure to expand the veterinary school at the University of Calgary.
  • $30 million over the next three years for enhancing apprenticeship programs and opportunities.
    • About $15 million will help students acquire skills for the emerging technology sectors and other in-demand occupations.
    • About $15 million will be provided to community agencies to support programs such as Women Building Futures and CAREERS: The Next Generation.
  • $47 million over three years in capital funding and $25 million over three years in operating funding to expand collegiate programs and charter schools, with particular attention on expanding opportunities in science, technology, engineering and mathematics (STEM).
  • $15 million for the Investment and Growth Fund.
    • To create a new rural investment attraction stream to attract investment and create jobs.
  • $8 million in the next two years will be provided to expand reskilling and upskilling opportunities through micro-credentials.
  • $5 million over the next three years to increase training opportunities for Indigenous Peoples.
  • $15 million to market Alberta to Canada and the world as the best place in the world to live, work, raise a family and start a business.
  • $30 million over the next two years to address barriers to employment.
  • $6 million over the next three years to enhance work-integrated learning programs.

Budget 2022 moves Alberta forward towards personal and economic prosperity by building capacity in our health-care system, developing the talents and skills of our workforce and providing opportunities for all Albertans to succeed and thrive.

Le budget 2022 permet à l’Alberta de progresser grâce à un ensemble de nouveaux programmes d’enseignement postsecondaire, de formation professionnelle et d’emploi.

Lorsque les gens ont accès à une multitude d’emplois bien rémunérés et possèdent les compétences nécessaires pour travailler, ils sont généralement plus heureux, confiant et en meilleure santé et ils peuvent redonner à leur collectivité.

En s’arrimant au Plan de relance de l’Alberta, Alberta at Work favorisera également la croissance économique et fera la promotion de l’Alberta comme destination de choix pour l’investissement, tout en aidant les Albertains à acquérir les compétences et la formation dont a besoin l’économie albertaine.

Cette initiative comprend des programmes qui soutiennent les Albertains dès leur entrée à l’école primaire en leur permettant de recevoir une éducation de calibre internationale, d’avoir un accès accru à des formations de niveau postsecondaire, d’obtenir des services en cas de réorientation de carrière et, enfin, de trouver des emplois bien rémunérés qui les mèneront vers la prospérité.

« Les employeurs cherchent des travailleurs qualifiés alors que les Albertains se cherchent du travail. Les programmes et le financement de Alberta at Work permettront aux chercheurs d’emploi d’acquérir la formation et les compétences nécessaires pour trouver un emploi et ainsi subvenir à leurs besoins et à ceux de leur famille, et ce, tout en renforçant nos collectivités et en contribuant à la relance économique de l’Alberta. »

Le financement octroyé à Alberta at Work comprend 30 millions de dollars sur trois ans, principalement pour des subventions aux transporteurs commerciaux afin de combler la grave pénurie de conducteurs qualifiés en Alberta.

« Le principal problème dont m’ont parlé les intervenants de l’industrie du transport commercial est cette grave pénurie de camionneurs qualifiés. Dans le budget 2022, notre gouvernement va de l’avant avec un investissement de 10 millions de dollars qui permettra d’offrir en mode virtuel une formation pratique et abordable, tout en soutenant les femmes et les Albertains sous-employés qui réintègrent le marché du travail. Nous aiderons ainsi à construire cette réserve de talents que cherche désespérément l’industrie. »

Le budget 2022 prévoit également 390 millions de dollars en immobilisations sur quatre ans pour la stratégie albertaine d’accès par large bande (Alberta’s Broadband Strategy) afin de donner aux Albertains l’accès à des services Internet fiables et de favoriser la croissance des compétences, des emplois et de l’économie.

« De l’éducation à la santé, en passant par le secteur agricole et les petites entreprises, la connectivité facilitera les échanges avec le marché mondial, encouragera les Albertains à innover en vue de trouver des solutions locales et contribuera à la diversification de notre économie. Grâce aux investissements liés à la stratégie albertaine d’accès par large bande, nous pourrons combler le fossé numérique entre les régions urbaines et rurales de l’Alberta ainsi qu’élargir la portée du financement et des programmes offerts dans le cadre de l’initiative Alberta at Work, ce qui permettra à tous les Albertains, peu importe où ils vivent, de contribuer à la relance de l’Alberta. »

  • L’initiative Alberta 2030: Building Skills for Jobs (Alberta 2030 : Acquérir des compétences pour travailler) établit la vision décennale du gouvernement albertain pour l’enseignement postsecondaire. Le programme Alberta at Work (L’Alberta au travail) aidera à concrétiser cette vision grâce à un investissement de 171 millions de dollars sur trois ans pour augmenter le nombre d’inscriptions dans les domaines où il y a des pénuries de main-d’œuvre.

Le budget 2022 fait progresser l’Alberta vers la prospérité économique et personnelle en renforçant la capacité de notre système de soins de santé, en développant les talents et les compétences de notre population active et en offrant à tous les Albertains la possibilité de réussir et de prospérer.
