Canada Lands Company: Request for proposals for the revitilization of the sector Pointe-du-Moulin and Silo 5 on the way to becoming an emblematic project for Montréal

Montréal, February 1, 2019 – The Honourable Mélanie Joly, Minister of Tourism, Official Languages and la Francophonie, on behalf of the Honourable Carla Qualtrough, Minister of Public Services and Procurement and Accessibility, and Minister responsible for Canada Lands Company and the Old Port of Montréal Corporation, today announced the launch of a request for proposals process to revitalize the Pointe-du-Moulin and Silo 5 sector and transform it into an emblematic project for the city.

More than 25 years after its closure, Silo 5 will be in the centrepiece of a new mixed-use district, where, depending on proposals received, residences, shops, hotels and tourist attractions can coexist. Pointe-du-Moulin is a site owned by Canada Lands Company.

This approach is the result of a recommendation made by the master plan advisory committee to quickly advance a promising project for Pointe-du-Moulin and Silo 5. This announcement marks the beginning of a rigorous evaluation process lasting approximately 7 months that will allow the evaluation committee, comprised mainly of Quebec experts in urban planning and heritage protection, to recommend the most inspiring project for Montréal.

The Request for Proposals at a Glance

• This is a public process: all proposals will be evaluated
• The pre-established parameters of the project are the result of a public consultation in which thousands of people participated: the creation of an emblematic project for Montréal that will include a mixed neighbourhood and the revitalization of Silo 5
• Proposals will be reviewed by an evaluation committee that will make a recommendation to CLC:
  • Pierre Bellerose, Vice-President, Public Relations at Tourisme Montréal.
  • Dinu Bumbaru, Director of Policy at Heritage Montréal.
  • Robert Howald, Executive Vice-President, Canada Lands Company and Old Port of Montréal.
  • Mario Lafrance, Executive Director of the Société de développement commercial du Vieux-Montréal.
  • Marie Lavigne, founding member of the Quartier des spectacles partnership.
  • Marie Lessard, Professor Emeritus, School of Urban Planning and Landscape Architecture, Université de Montréal.
  • Pierre-Marc Mongeau, Vice-President, Old Port of Montréal and Canada Lands Company (Québec)
  • Sylvie Vachon, President and CEO of the Port of Montréal
• The successful consortium must include a team of architects who are members in good standing of the Ordre des architectes du Québec.
• The selected project will then be submitted to the regulatory approval process by Ville de Montréal

Conserving the heritage value of Silo 5: the priority
CLC is committed to enhancing the industrial history of Pointe-du-Moulin, therefore the heritage value of Silo 5 must be preserved. In addition, the project requires public access to Silo 5 and its conveyors to offer spectacular new views of the city, Mount Royal, the Lachine Canal and the Montérégie.
