Energy Watch: Who’s making the call on Northern Gateway? – bnn.ca

ANALYSIS: It was a bitterly cold December afternoon in Calgary when Canada’s National Energy Board recommended Northern Gateway be approved.

The December 19th, 2013 decision, which came with 209 conditions, was based on 18 months of hearing and analysis by a panel of three noted experts. It started a 180-day timeline during which the federal government must decide whether to accept, reject or ask the NEB panel to reconsider all or part of its recommendation. During that time the decision has been the subject of fervent debate and fully 10 legal challenges. With just four days left before the final decision deadline, BNN provides the official NEB biographies of the three experts behind the nearly 500-page decision below.

Leggett has extensive regulatory experience, as well as a background in environmental issues and research. She has been a member of the National Energy Board since 2006 and is currently the vice-chair of the National Energy Board.
