The federal government has confirmed it did not provide—and has no plan to provide—any compensation to fuel retailers or Indigenous communities left holding inventory with embedded carbon charges when the consumer fuel levy was repealed on April 1, 2025. The admission came in a written response tabled May 8 by Finance Minister François-Philippe Champagne to a question filed by Conservative MP Bob Zimmer (Prince George—Peace River—Northern Rockies).
Zimmer’s Order Paper question, placed March 23, asked whether the government had developed any mechanism—rebate, credit, or otherwise—to address fuel charge costs baked into unsold fuel stocks sitting in tanks across the country when the charge disappeared overnight. He also asked what policy options were examined, what timelines existed, and what engagement had taken place with industry and Indigenous groups.
