Prime Minister Mark Carney announced the referral of West Kitikmeot Resources Corp. (WKR)’s Grays Bay Road and Port Project to the Major Projects Office (MPO).
“Despite our unique strategy advantage in Canada, … in bordering three oceans and connecting those oceans, we don’t have a deepwater port on the Arctic Ocean. Grays Bay Port and Road will change all of that.
We will build a new deepwater port at Grays Bay in Nunavut, and a 230-kilometre all-season road connecting it to the territory’s border. This will help unlock mineral resources, and enable their easy export. It will also work in partnership with the Kitikmeot Inuit Association to realize the transformative potential of this decades-long dream.
And to connect the Grays Bay Road and Port to the wider North, including Yellowknife, we are going to refer to the Major Projects Office a new Arctic Economic and Security Corridor that will build a 400-kilometre all-season road through the Slave Geological Province to Nunavut’s border.”

An accompanying news release from the Prime Minister’s Office noted that “The Grays Bay Road and Port is a proposed all-season road of approximately 230 km from the Nunavut border to a deepwater port and airfield at Grays Bay, on the strategic Arctic Ocean. The project includes a deepwater export terminal for minerals and an airstrip, which will both have dual-use civilian and military potential.”
Projects referred to the MPO by the Government of Canada are ones with identified proponents and require federal coordination and support to succeed. MPO works with proponents, provinces and territories, Indigenous Peoples, and federal partners to recommend the best course to complete project approvals and get these projects built faster.
