Resource Outlines Competencies for First Nations Relations

The BC Public Service, in an effort to improve how public service employees relate and interact with Aboriginal customers and partners, has introduced the Aboriginal Relations Behavioural Competencies.

This set of 17 competencies is designed to help employees improve their “individual and collective abilities to appreciate and empower the Aboriginal people of BC.”

In total, there are 17 behavioural competencies, all contained within four broad categories:

  • Personal Effectiveness;
  • Interpersonal Relationships;
  • Leading People; and,
  • Achieving Business Results.

The BC Public Service hopes that these behavioural competencies can act as a reference for employees to evaluate their behaviours toward Aboriginal people, and provide guidance on how to effectively, sensitively and respectfully interact.

Through commitments such as the New Relationship with First Nations, a document supported by UBCM through a Memorandum of Understanding (MOU) with the Province for local government participation in the New Relationship, the Provincial government is continuing the process of positive change and behavioural shifts.

Developed through conversations and relations between small groups of people and the Provincial government, each behavioural competency “describes the result of taking attitudes, motivations or ways of thinking and turning them into actions that are essential for success in [one’s] job.”

Members of Aboriginal communities, the subject matter experts they named (residing on and off-reserve), Aboriginal public service employees, and public service employees recommended by Aboriginal community members as experts in Aboriginal relations were some of the many people who came together to provide input towards the creation of the behavioural competencies.
